根据财政部发布的《财政部关于将按预算外资金管理的收入纳入预算管理的通知》，“彩票发行机构和彩票销售机构的业务费用”的科目说明调整为“中央与地方共用事业收入科目，即反映缴入财政专户的彩票发行机构和彩票销售机构上缴财政的业务费用。”此文在《公益时报》彩票专刊1月14日02版刊登。! E& g" W& _8 N2 A ^* Z
实际上，《通知》中纳入财政专户管理资金结余科目针对的资金为：彩票发行机构和彩票销售机构业务费用等资金的结余；纳入财政专户管理资金收入科目针对的资金为：彩票发行机构和彩票销售机构的业务费用等收入。

在2005年发表的《我国彩票市场存在的问题、原因与对策》中提到：与蓬勃发展的彩票市场相比，我国彩票监管制度方面的建设明显滞后，至今缺乏统一和专业化的监管机构。
1 i/ n c. ]. Y) o/ L 在接受本报记者采访时朱彤表示，相比较过去，此文的发布可以使资金的管理更加严格，这是一个进步，但是这是形式上的改善并不能起到实质上的效果，它解决不了根本性问题。“可以说，财政部门对于彩票行业的监管，从彩票的发行、销售到资金的使用都只是名义上的监管。”7 e% s9 U% L5 E, [7 {
“将收入或结余交给财政专户去管理，彩票中心只是申请过程改变了，但是对于造假以及违规行为的发生，大概影响不了什么吧。”朱彤说，从2002年开始，彩票市场屡屡发生兑奖造假事件。财政部除了“停止相关彩票的发行”外，没有能力推动任何消除上述违规行为的改革措施。: ^2 P. n+ G& x4 f
朱彤表示，构建彩票市场健康发展的市场与制度基础，加快彩票监管体制改革才能保障我国彩票市场长期良性发展，而制度的彻底改革，不是发布一个通知，一个文件那么简单就可以解决的，我们还需做很多努力。 |
