南方都市报》消息：日前，有神秘男子向报社报料称，深圳市宝安区某局中层领导在一家餐馆内聚众Dubo。记者到达现场时发现，当时在餐馆的包间里共有6名男子，4人Dubo，2人围观，且有一人正在数一沓百元钞票。而在记者的追问下，参赌者也没有否认他们是某局的。 4 L$ B5 G9 d+ D, r
) m. D+ {) L- h; i! A3 ]- x 公务员参与Dubo，这已经令人不满；且又是在上班时间，这就简直令人气愤了。此事发生在国家严禁干部职工Dubo行为期间，且今年4月29日广东省纪委、监察厅还刚刚颁发了禁赌通知，深圳市宝安区某局这六名中层干部居然在工作时间内聚众Dubo，影响当然恶劣，就难免舆论大哗。1 @+ R0 F5 J$ p" Q3 k. i: h% ?
, c8 R) G9 A" n9 ` Dubo的害处，尤其是干部Dubo的害处，是众所周知的事实，比如败坏干部风气，影响干部形象，形成腐败温床，养成治安隐患，等等。从2006年以来，随着国内几起典型的干部挪用公款进行豪赌的案件被公开曝光，从中央到地方，各级党委ZF三令五申严禁Dubo，作为有着严明纪律和工作任务的干部队伍，在各种法律法规明文禁止的情况下，就应当而且必须克服这种心态，以理性人的要求严格规范自己的行为，克己奉公，自觉抵制Dubo。

2 N e( i0 m' _' y 当然，博弈是一种天然的现象，可能是与生俱来的人类弱点。但作为国家公务员，必须克制这种诱惑。对于那些克制不住自己，无视甚至公然挑衅纪律和法律进行Dubo的干部，就必须给予相应的严惩。这些年来，各级党委ZF依照党纪政纪和法律的规定，认真查处了不少参与Dubo的干部。但即便如此，干部Dubo现象依然没有得到根本的遏制，一些地方甚至仍很严重。这就让人困惑：难道干部Dubo之风无法遏制？还是我们在整治的时候，索采取的方法失当？

综观整篇报道，有一个现象让人十分疑惑：早在2004年9月29日，深圳市纪委已在全国出台有奖举报干部Dubo制度，凡举报公职人员违规的，一经查实，查获赌资的一半用于奖励举报人。这次神秘男子既然举报属实，当然是真心举报。可是，他为什么不直接报告纪委，而是把情况捅给了报社？既然是真心举报，自然是对这种行为十分痛恨的。那么，如果是纪委直接进入调查，不是比报社更有力度？而且举报人还能因此获得一笔不菲的奖励。可是，报料人既放弃了经济上的好处，又放弃了按“常理”来说更有效的手段，其处理方式很有些“不正常”，让人百思不得其解！

反常的举报，让人猜想。是看多了零打碎敲和头痛医头脚疼医脚甚至是雷声大雨点小的处理方式而信不过？还是有“泥牛入海无消息”的前例？还是“没打着狐狸惹了一身骚”的胆怯……总之，由此产生的猜想，没有一个是“很阳光”的。这不禁让人联想到禁止Dubo的纪律和规定为什么不够严厉？如果涉赌折一律“双开”，而不是仅只说是“某局”的，还不能禁止么？精简干部、提高效率，为什么只停留在口头上？假如一个机关内的干部职工任务明确，工作时间内有事可做、有事必做，他们还有心情和时间去Dubo么？这次深圳的干部聚赌现象之所以能被发现，就是因为有人举报和媒体监督。设想一下，如果把以上问题解决好了，干部就不至于忘乎所以，Dubo之风便会得到遏止。 |
