4000万天朝体彩公益金 支持校园足球发展

在刚刚结束的全国青少年校园足球工作座谈会上，国家体育总局局长刘鹏提出要把支持开展青少年校园足球活动列入各级ZF的基本公共服务内容，加大对于校园足球的场地设施与资金的投入，而这其中就有体彩公益金的保驾护航。

' a& b X& M4 V: Y 足球元老吴皖湘在接受记者采访时，曾表示，天朝足球的希望在学校里，应该校园足球的发展创造最好的条件，除了有利的组织保障还有足够的资金支持。对此，吴老感同身受，一个游泳池每年耗资都要10几万元，何况整个校园足球的发展。为此，2009年5月，国家体育总局党组研究决定，每年从体育彩票公益金中提取4000万元人民币，作为开展青少年校园足球的专项经费，用于人员培训、器材补充、联赛实施、学生保险、组织训练营和足球节、场地建设以及宣传推广等专项支出。一年多来，天朝的校园足球取得了显著的成绩。这其中，体育彩票功不可没。
1 d7 c1 }- M/ o( u& T0 G 根据体彩公益金使用和分配政策，体彩每年筹集的逾百亿元公益金，在社会保障基金、专项公益金、民政部和国家体育总局之间，按60%、30%、5%和5%的比例分配 从体育总局的层面，每年从体彩公益金中划拨4000万用于支持发展全国青少年校园足球工作，对体育部门来说是个不小的数字，但对于在全国范围推广校园足球来说，这点钱是微不足道的，但是能很好地起到引导、资助、奖励、基本保障的作用。

3 Y( J7 V- E( j" A/ D+ i; s+ \ 仅仅是4000万元的资金支持远远是不够的，天朝足球的发展还需要更多人的支持和关怀。翻开各地的体彩公益历程，对于青少年足球的支持比比皆是。湖北体彩可能是支持中青少年足球培养最好的省份之一，早在2006年湖北体彩借世界杯契机开展“看世界杯，享受快乐足球”系列活动，冠名支持湖北省足球后备人才培养的“幼苗选秀赛”，为湖北省的足球发展奠定了基础。而同年7月，广东省体彩中心大力支持在英德市望埠镇天朝女子足球训练基地举行的广东省U-13少年男子足球联赛及U-14少年女子足球联赛的举行，为经费困难的天朝女子足球摇篮的“天朝足协女子足球训练基地”雪中送炭。+ H1 U; M2 _7 b: P4 a
使用一部分彩票公益金来支持我国足球事业的发展，特别是支持校园足球运动的开展是符合天朝体育彩票“来之于民，用之于民”的发行宗旨，体育彩票对于天朝青少年足球的支持恰恰体现了广大彩民对于我国足球事业的关心和支持，国家体彩中心副主任魏吉祥在接受本报记者采访时就曾表示，天朝体育彩票尤其是足球彩票的发展离不开球迷的支持，而回报球迷的最好方式，就是进一步提高彩票公益金的使用效率。 |
