2月15日，随着普陀法院的一声槌响，外界所称的“沪上最大网络Dubo案”在历经半年的侦查、搜集证据后尘埃落定。20名涉案人员共被处罚金1163万元，主犯钱葆春被判5年，处罚金500万元。
" W6 A; D' Y( r 2006年初到2008年6月3日，两年半时间，利用境外Dubo网站，在钱葆春和同伴邹军、刘必清等人构建的Dubo网络上，下注资金达到了66个亿。而这66个亿，仅仅是警方能确切掌握证据的一个网站上的流动资金。另外两个网站上的账目，由于被销毁或者终端服务器在境外的原因，无从查证。6 o9 w7 h) H% N3 L9 Z7 z D
据天朝公益彩票研究中心2008年出台的报告，天朝一年有3000亿元赌金通过钱葆春们**的Dubo网站，流向境外。

在外人眼里，钱葆春是一位成功商人，外贸公司做副总，自己开着宝马，太太开着奔驰，对朋友出手阔绰，请客吃饭出手就是上万。
" V, z) }$ g% L 钱葆春被抓后供诉，他的公司只是一个“架子”，这些钱大部分都是来自的他的Dubo网络运营。
" J7 F+ V. Q& p 2006年的年初，还在为生意苦苦奔波的钱葆春，在一个酒吧，经朋友介绍认识了马来西亚人“索尼”。钱说，在索尼当时就问了他两个问题“想不想坐庄？想不想发财？”索尼动员他，如果自己坐庄，随随便便就能分得几十万，瞬时，他就被调起了胃口。- m( S( O( B) ^7 a( h# Z$ ]3 m
几次接触后，钱葆春开始与索尼商谈“开线”。4 d4 o# G0 o( i& K
双方订立的游戏规则如下：在交了一笔保证金后，索尼为钱葆春在境外著名Dubo网站“新宝”(又名“皇GUAN”)网上开设了一个股东**账号，钱葆春根据娱乐城给的网址和密码，在国内登陆网页，拉客开赌，并不断发展下线。
" O- J. i5 B6 m4 r# l& h 下线分为总**、**和会员3个级别，总**的信用额度为200万，**为60万，会员则为10万。其中，总**和**能发展下线，并享受分红，而会员则为单纯投注。股东则为他们承担担保风险。3 h/ s; p8 l9 E+ i+ J4 h% T
双方约定，钱葆春的报酬主要分为3部分，一部分是境外Dubo公司发的工资，大约每月是几千元，另一部分则是抽成，赢利2成上交Dubo公司，8成自己留下由他和下线自行分配。, n! L5 g/ {, C- ]
第三部分则是“水钱”（又称洗码钱），即每周在赌客下注总金额中，抽取千分之二到千分之八作为佣金，每下注金额达到1000万元，Dubo公司则会再返还千分之十二（又称千点水）作为红利。1 q) h8 f- G( ~- C9 Z: ?
商谈好规则后，钱葆春的网站在第二天就开业迎客了。8 }% N* n' K7 F9 }9 L
“现在网络Dubo越来越多，钱并不好转”虽然钱葆春一再抱怨，但他还在发展了邹军等人作为自己在“新宝”的下线，并在两个月内获利数万元。
