财政部：8月底前公告去年彩票公益金使用情况

根据最新的《彩票管理条例》的有关规定，国务院财政部门和省、自治区、直辖市人民ZF财政部门应当每年向本级人民ZF报告上年度彩票公益金的筹集、分配和使用情况，并向社会公告。但是，记者发现财政部通过其官网发布的信息仅仅公布了2009年的全国彩票公益金分配情况，并未发现有2010年度的全部彩票收入分配情况的报告。

8 b. B1 I5 `0 j5 W5 J. }* ?) q羊城晚报：国家是否有相关政策，对每年的彩票收入的使用情况进行详细公布？我们想了解一下彩票收入详细的使用和分配情况。
# c- L2 g2 q T8 {0 E/ K P- }# R财政部：目前，国家对彩票公益金使用情况的规定如下：《彩票管理条例》（国务院令第554号）第三十六条规定：“彩票公益金的管理、使用单位，应当每年向社会公告公益金的使用情况。”第三十七条规定：“国务院财政部门和省、自治区、直辖市人民ZF财政部门应当每年向本级人民ZF报告上年度彩票公益金的筹集、分配和使用情况，并向社会公告。”《彩票公益金管理办法》（财综[2007]83号）规定，每年8月底前，财政部应向社会公告上一年度全国彩票公益金的筹集、分配和使用情况。! _* M: q, y& Z
近几年我国彩票公益金的分配和中央集中彩票公益金的使用情况，我部每年已通过财政部公告及时向社会公布。目前，我部正在抓紧汇总相关方面的彩票公益金使用情况，并将根据《彩票公益金管理办法》的规定，在8月底前向社会公告2010年全国彩票公益金的筹集、分配和使用情况。

财政部：公信力和公正性是彩票的生命，也是彩票事业赖以生存的基础。财政部门和彩票机构历来高度重视彩票发行销售的公信力、公正性和安全性管理，从彩票发行销售、开奖兑奖、资金数据管理等环节制定了一系列管理制度、管理规范、操作规程，并严格遵照执行，确保了彩票的公信力、公正性和安全性。我国彩票单注奖金实行封顶政策，不少购买者为了尽可能中得更多的奖金，往往会根据奖池的累积情况，采取对同一注号码进行加倍投注（俗称“倍投”），一旦中奖，中奖奖金额度会翻倍扩大。近年来我国已多次出现彩民中奖超过亿元的情况。世界上多数国家不对单注彩票进行封顶，如果中奖，中奖奖金包括奖池累积的全部资金，一人中则独得，多人中则按注均分，很多国家都出现过单人中奖超过亿元的情况。因此，不管是从国内看，还是从国际上看，单人中得巨额奖金，都是可能的，也都是正常的。 |
