搜证困难 韩国国内模拟Dubo网游横行

前不久在韩国国内，伪装成休闲网络游戏的某公司模拟Dubo网络游戏以附近的网吧为中心，迅速扩散。虽然已经有韩国警方和[url=http://game.pchome.net/][color=#113593]游戏[/color][/url]分级委员会等介入，但是面临的是搜证困难。* x+ d5 ?5 s0 `4 r( A/ Q2 w
所谓模拟Dubo网络游戏指的是，没有财产上的获利或者损失的模拟Dubo行为的网络游戏。而这其中大部分会开发成休闲网络游戏形式，接受游戏等级委员会的等级审批后，再改成Dubo游戏进入到非法营运点。
7 b, o) G5 l- T5 i6 Q9 A% l这些游戏在接受等级审批时是维持游戏形态的网络游戏，但经过改造，就会变成Dubo游戏。这种游戏大部分采取道具收费方式。
* f) S" F, d4 V& \6 [) l f! t- Z, d据韩国游戏分级委员会调查资料称，申请等级审批的模拟Dubo网络游戏在08年为5款，09年为23款，2010年（截止目前）为41款。08年到目前为止，大约有70款左右的游戏接受了等级审批。而这种游戏，大部分都会流入到韩国各地，制作成非法的Dubo游戏，通过附近的网吧扩散。

+ O1 K; I2 A+ E6 Q Q, w游戏分级委员会相关人士表示，不用玩家操作也能通过自动方式获得结果的游戏，或者游戏介绍和游戏内容不符的游戏，我们可以按游戏相关法律拒绝审批。但是，遵守所有规定的游戏，我们只能让它通过审批。虽然有些游戏看起来会有改成非法Dubo游戏的可能性，但是没有客观资料，仅凭推测是不能拒绝审批的。问题是，虽然韩国游戏分级委员会也注意到这一问题正寻找解决方案，但由于网络游戏的特性，无法采取有效措施。$ b: y I+ Z& {8 Y' T4 W6 {
据韩国游戏分级委员会的调查资料，2010年9月30日为止，出动警方157次。其中，82次取证成功进行取缔，但75次则是在现场找不到证据未能取缔。这使得目前的取缔率仅为50%左右。相关人士表示，Dubo游戏的运营场所往往会在房外布置监控器，而且在出入口设置两扇铁门，拖延警方破门而入的速度。而这段时间，他们会删除收费数据，并关闭[url=http://product.pchome.net/diy_power/list_8_41.html][color=#113593]电源[/color][/url]强行停止正在运营中的游戏和服务器。这样一来，就等于是毁掉了证据。- P* U0 `, I$ t
对此，游戏分级委员会的委员长表示，为了从源头上禁止模拟Dubo网络游戏，正在准备对策。不过，要是法律和法规中存在的问题没有得到解决，还是无法采取有效的措施。 |
